A Game Package is the thing you actually buy to own Star Citizen. People confuse it with standalone ships, so here is what it is, what is inside, and why it is the part that matters for the referral bonus.
Package vs standalone ship
A Game Package includes a ship plus the game licence (access to the persistent universe) and usually some starting UEC. A standalone ship is just the ship, with no game access, meant for people who already own a package. As a new player you want a Game Package, specifically a Starter Pack. What is inside a Starter-tier package

Insurance and CCUs, briefly
Ships come with a period of insurance that replaces them if they blow up, which is normal and nothing to stress about as a starter. A CCU (Cross Chassis Upgrade) lets you move up to a bigger ship later by paying just the price difference, so your cheap starter is never a dead end.
